The Nuclear Energy Agency (NEA) is an intergovernmental agency which operates under the framework of the Organisation for Economic Co‑operation and Development (OECD). It facilitates co-operation among countries with advanced nuclear technology infrastructures to seek excellence in nuclear safety, technology, science, related environmental and economic matters and law. The mission of the NEA is to assist its 31 member countries in maintaining and further developing, through international co‑operation, the scientific, technological and legal bases required for a safe, environmentally sound and economical use of nuclear energy for peaceful purposes. It strives to provide authoritative assessments and to forge common understandings on key issues as input to government decisions on nuclear technology policies.

The NEA is looking for a Digital Practice Project Lead to work on the analysis, design and implementation of several digital projects, which are part of the overall Enterprise Information Management initiative at NEA. NEA is currently running a blend of commercial and in-house solutions:  Customer Relationship Management (CRM), Content Management System (CMS), Electronic Document Management (EDM), web and collaboration portals. The Digital Practice Project Lead will work on the formalisation of the requirements for the new solutions liaising with relevant stakeholders, will design the target architectures and implement them. The Digital Practice Project Lead will provide technical expertise as well as technical project management under the supervision of the IT System Manager.

Main Responsibilities

  • Analyse the current context
  • Liaise with relevant stakeholder for requirements analysis
  • Formally define functional specifications
  • Design target architectures
  • Devise migration plans
  • Implement the different projects
  • Supervise and co-ordinate external consultants
  • Other tasks: Carry out any other tasks assigned by the IT Systems’ Manager

Ideal Candidate Profile

Academic Background

  • An advanced university degree in computer science, system engineering or a related field.

Professional Background

  • A minimum of two years’ experience in designing, managing and maintaining Information Management solutions.
  • At least two years’ experience managing projects, supervising project teams and drafting technical reports and documents.

Tools

  • Proven design and project implementation experience on solutions and frameworks, such as:
    • Content Management Systems (CMS), highly desirable
    • Electronic Document Management (EDM), highly desirable
    • Customer Relationship Management (CRM)
    • Web Applications and Portals
  • Work experience with one or more of the following tools and solutions would be an asset:
    • Jalios JCMS
    • Drupal
    • Alfresco
    • Zend Framework
    • Symfony Framework
    • Java
    • PHP
    • PERL

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.
